The press conference on the new law "On fans" was attended by the employee of the Center for public order of the Ministry of internal Affairs Yuri Abrashov, President of the "European Legal Service" Sergey Bekrenev, Director of security and work with fans of the Russian football Premier League Alexander Meitin, Chairman of the Association of sports fans Vsevolod Alekseev. "Today from 20 January 2014 in 23 subjects there is a practice of administrative materials for these items in the amount of 461", - said Abrashov. - "The bulk - the appearance in a drunken state and the presence of pyrotechnic products. Due to the fact that I am not indifferent to sports in General and football in particular, I could not stay away from participation in the formation of a culture of pain in our country. In order to implement the idea of promoting the legal society in our country and in this particular case, the football society, we shared our experience and ideas with our colleagues from the FC "Spartak". Our social initiative has found understanding, and for almost a year there is a program of legal support for the owners of the Spartak fan card. Within the company, we have created a separate Department of sports law, which is engaged in the formation of legal positions for fans. We started the preparatory work about six months before the changes in the legislation and prepared in detail. As it turned out, we were absolutely right. I emphasize that we do not excuse the fans, but try to put everyone within the legal framework.
If we are talking about building a culture of communication, which involves attracting a large number of spectators to sports events, then we must pay attention to the rights and duties of ordinary fans. After all, we want to go to football became a family.
In General, the adoption of amendments to the "law on fans" and the rules of behavior of fans at sports events has led to a significant increase in the number of requests for clarification and assistance. Cooperation of football clubs, lawyers, as well as security and law enforcement services will significantly increase trust in each other, which should significantly reduce the number of offenses in Russian stadiums."
Also, the President of the European Legal Service shared the statistics of appeals of fans to the Company. Most of the issues relate to the field of administrative law and consumer relations: the order of behavior at the stadium, the order of exit from the stands, the detention of fans by the police, drinking alcohol at night, passport check and payment of fines, return of goods, quality of services in the hotel, etc.
Oleg Misyuk from Izvestia asked the President of the European Legal Service about the state of the legislation on fans in other countries and whether there is an opportunity to create a joint product with the RFPL and take under the protection of all fans.
Sergey Bekrenev started the answer from the second question and assured the journalist that the European Legal Service is ready to take care of all the fans and has been negotiating with the RFPL for 3 months on how to implement it.
As for the legislation in other countries, bekrenev drew attention to the fact that Russia is not the only country that applies tough sanctions against fans. In many countries, the legislation is even tougher towards fans. In Turkey, for carrying weapons or prohibited items to the stadium, you can go to prison for a period of three months to a year. Also real terms from two to six years of imprisonment can be shlopotat for racist shouts, broken chairs or a fight. In Serbia, for participation in riots at sporting events, you can go to prison for a period of 8 to 30 days. And in England the fan noticed in illegal actions loses the lifelong right not only to visit matches in the country, but also during carrying out, say, the world Cup loses opportunity to leave the country.
