The Russian Premier League and the European Legal Service are following with concern and concern the development of the situation with FC Spartak-Moscow fans, who are threatened with criminal prosecution for an action involving their team for an away match in Tula. Recall that the fans of Spartak escorted the Moscow club to an away match with the Tula Arsenal blocking the roadway and a fire show at the Otkritie Arena stadium on June 19.
Literally on the same day that information was published on the initiation of a criminal case on grounds of violation of Art. 213 of the Criminal Code in relation to dozens of fans of FC "Spartak-Moscow", a legal partner of the RPL "European Legal Service", prepared a corresponding opinion.
In our opinion, the actions of fans of FC Spartak-Moscow see a violation of Part 1 of Art. 12.30 Administrative Code of the Russian Federation, providing liability for violation of the rules of the road by pedestrian, resulting in the creation of interference in the movement of vehicles or art. 12.33 of the Code of Administrative Offenses of the Russian Federation - damage to roads, railway crossings or other road structures or technical means of organizing traffic that poses a threat to road safety, as well as deliberate interference with traffic, including through pollution of the road surface. In this regard, the charges against the fans related to the punishment under the criminal articles, we consider excessive and inappropriate to their actions.
The RPL calls on law enforcement agencies to conduct an objective investigation of the incident. In this case, it is necessary to take into account the traditions of the fans, which both in Russia and around the world involve such actions as seeing off their teams for away matches, meetings in the cities of the competitions, as well as meetings in public places on the occasion of the winning of certain trophies by the club or national team of the country.
For their part, the ESL and the RPL are ready to provide all the necessary legal assistance in the investigation of the incident, including protecting the interests of specific participants. In this regard, the Russian Premier League opens the Hotline by phone: 8-800-775-76-88.
