On 15 June 2016, Russian fans were beaten in Lille. After the conflict with the aggressive British, our compatriots were taken to the hospital with various injuries.
Everyone has already come to terms with the fact that the law enforcement agencies of the French Republic were unprepared for the currently held Euro 2016 Championship and are not able to guarantee the inviolability of tourists and their own citizens.
However, unlike the local population, Russian tourists themselves can not ensure their safety, because they often do not possess free knowledge and communication skills in French and English, do not know who and how to seek help, what they can count on.
After being beaten by English fans, Russian blogger Nikita Panasyuk was taken to St hospital. Vincent Hospital, where he received first aid. Treatment of tourists from Russia is provided by the issued insurance, which covers costs of up to 30 000 euros.
For registration of an insured event, the victim must immediately notify the insurance company about the damage to the life and health of the insured person, after which, having received epicris from a medical institution, the insurer makes a transfer of funds or provides a letter of guarantee about the upcoming payment. All costs in excess of this amount are made at the expense of the tourist's own funds.
At the same time, tourists are advised to seek assistance from the Consulate of the Russian Federation and law enforcement agencies to investigate the incident. Those guilty of causing light and medium harm to health are brought to criminal responsibility in the form of imprisonment for up to 3 years. At the same time, the victim, who has taken advantage of legal support in a timely manner, has the opportunity to claim damages and compensation for non-pecuniary damage within the framework of judicial proceedings.
Tourists and Russian fans still staying in France should avoid conflict situations and provocations from third parties. when aggression is shown against a tourist, it is not recommended to enter into a skirmish and "measure forces". Otherwise, the victim can immediately be reclassified to the status of a person threatening public order-then adequate treatment and assistance will not have to count, the tourist is subject to expulsion from the territory of the host state and risks being included in the "black" list in all EU countries.
